Which could have been written: . . . despite the deaths of 19 people this year after drivers fled police.
The second puts the blame where it should be.

Over coffee this morning with the ‘painters’ one said how cross he was with police at the deaths ’caused by the police chases’.
Poor fellow – I rounded on him, and the others had to listen.
It is interesting to note he admitted he was being ‘conditioned’ by the media beat-up on the issue.
A rational discussion followed my apologies for the outburst, and the consensus was we need to take a more positive stand that concurs with your view,Hp – “drivers that fled from the police”.
Which I suppose is what pdm said in 5 words!!
