				<content:encoded><![CDATA[<p>Shane Taurima, general manager of TVNZ&#8217;s Maori and Pacific Programmes and Q + A interviewer, is <a href="http://tvnz.co.nz/national-news/shane-taurima-joins-race-ikaroa-rawhiti-election-5442967">seeking to be Labour&#8217;s candidate in the Ikaroa-Rawhiti by-election</a>.</p>
<p>He  said he wasn&#8217;t a member of the party last week which, as Keeping Stock, points out, means <a href="http://keepingstock.blogspot.co.nz/2013/05/is-this-rule-thats-made-to-be-broken.html">he will have to get a special waiver from the party&#8217;s ruling council.</a></p>
<p>The party&#8217;s rules allow that, and I would be surprised if other parties don&#8217;t have a similar rule.</p>
<p>If they are sensible, it&#8217;s not one they&#8217;d employ often.</p>
<p>Taurima blames his non-membership on his job:</p>
<p style="padding-left:30px;"><span style="color:#888888;">He said Horomia, who died last month after battling a number of health issues, had spoken to him in the past about entering politics. . .</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">. . . &#8220;Given my career choice and the absolute need to be impartial, apolitical and professional I would politely decline his approaches and he respected me for that. It wasn&#8217;t my time back then. I wasn&#8217;t ready. But I am ready now.&#8221; . . .</span></p>
<p>The need to be impartial, apolitical and professional in his work is unquestioned. But is that achieved by hiding strong support for a party?</p>
<p>Wouldn&#8217;t it be better for someone in his position to be upfront about his political leanings?</p>
<p>Isn&#8217;t it better for viewers to know about a bias and be the judge of whether that affects his work than to hide it and have them wondering?</p>

<p style="padding-left:30px;"><span style="color:#888888;">There are unconfirmed reports that the dead man was a soldier. . .</span></p>
<p>Londoners lived with the threat of IRA terrorist attacks for years.</p>
<p>A reminder of this came today with police charging a 61 year-old man for the<a href="http://www.thesun.co.uk/sol/homepage/news/4937822/man-to-be-charged-for-1982-ira-bombing.html"> 1982 Hyde Park bombing which killed four soldiers and seven horses.</a></p>
<p>Then there were the 2005 underground and bus attacks and now this act of madness.</p>
<p>So sad, so evil.</p>
<p>The BBC has <a href="http://www.bbc.co.uk/news/uk-22631274">photos</a>, warning, one shows a suspect with bloody hands.</p>

<p style="padding-left:30px;"><span style="color:#888888;">The Grow Your Mind series was conducted throughout dairying regions last week, not without protest from dairy farmers annoyed at a Greenpeace activist being given a platform by Fonterra, council chairman Ian Brown said. . .</span></p>

<p style="padding-left:30px;"><span style="color:#888888;">Assistant vice-chancellor Stefanie Rixecker says the new committee will deliver improved outcomes from the university&#8217;s portfolio of farms and farming partnerships, as well as expanding the portfolio in the future.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">&#8220;The Farms Committee has been established to help Lincoln University make the most of its farms for better student experience, for more and better scientific research on productivity and the environment and, perhaps most importantly of all, for an enhanced interface between the university and New Zealand&#8217;s farmers,&#8221; says Dr Rixecker. . .</span></p>

<p style="padding-left:30px;"><span style="color:#888888;">The graduation follows the warranting of 43 new inspectors in December and a recent announcement by Minister for Primary Industries Nathan Guy that MPI will recruit 30 new quarantine inspectors this year.</span></p>

				<content:encoded><![CDATA[<p>The 35th anniversary of &#8216;<a href="http://www.ruralnewsgroup.co.nz/rural-news/trending/reunion-of-bloody-friday-protesters">Bloody Friday&#8217; when farmers killed sheep in Invercargill </a>will be celebrated on June 8th.</p>
<p style="padding-left:30px;"><span style="color:#888888;">In what must be the most unusual demonstration New Zealand has witnessed, about 300 farmers released 1300-1400 starving old ewes into Dee Street on Friday, June 9, 1978, a day now known as &#8220;Bloody Friday&#8221;. They drove them through the city to an out-of-the-way section in Victoria Ave and there, they slaughtered them humanely. The carcasses were taken to the abattoirs at West Plains and rendered down for fertiliser.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">Repercussions from this day resonated into the following year and longer; particularly those directed at the two leaders of the demonstration – Syd Slee and Owen Buckingham, farmers from Blackmount and Te Anau respectively.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">The purpose of the protest was to draw the country&#8217;s attention to Southland farmers&#8217; total frustration over the state of their old sheep starving to death at a rate of 1000 a day because of industrial chaos across the meat industry, exacerbated by the effects of the worst drought experienced in many parts of the province since 1956.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">During the first half of 1978 there were only nine days on which all four of the Southland freezing works were operating at the same time. In total, there had been 116 recorded stoppages in the first five months of 1978 resulting in Southland&#8217;s kill being about 700,000 behind that of the previous season, with one million head of stock still waiting to be killed and the season due to finish.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">The loss of wages to the freezing workers through these stoppages was estimated as being between two and a half to three million dollars and the loss to the community and the export trade was inestimable. Among the significant costs was the time and cartage taking stock back to the farms because there was no killing on that particular day. . .</span></p>
<p>Southland wasn&#8217;t the only place which suffered from frequent strikes by freezing workers.</p>
<p>My father was a carpenter at the works at Pukeuri. Maintenance staff didn&#8217;t have to stop work but killing was often held up while freezing workers struck.</p>
<p>There was little irrigation in North Otago then and it wasn&#8217;t just financial losses but stock health which was compromised by repeated strikes.</p>
<p style="padding-left:30px;"><span style="color:#888888;">. . .In preparation for the reunion, the original account of the protest Bloody Friday: An account of the Southland Farmer&#8217;s Protest (published in 1979) has been revised significantly by June Slee, the author of the original book. The new edition, Bloody Friday Revisited: Recollections of the 1978 Southland Farmers&#8217; Protest includes memories of the day and its protracted aftermath, gathered from farmers who took part in the protest as well as others who witnessed it from the streets. . .</span></p>
<p>The meat industry is facing challenging times today, but at least farmers and freezing companies don&#8217;t have to worry about industrial relations as they did a few decades ago.</p>

				<content:encoded><![CDATA[<p>Is Australia still the lucky country? When it<a href="http://www.stuff.co.nz/business/opinion-analysis/8693526/Australia-pays-for-not-living-within-its-means"> comes to Budgets,</a> Luke Malpass says it&#8217;s not.</p>
<p style="padding-left:30px;"><span style="color:#888888;">In 2008, Australia had a mining boom, rising wages and no debt. Its government had delivered consistent surpluses, tax cuts and targeted cash payments to targeted voter groups. Growth was assumed and household wealth doubled during the Howard years. It even avoided recession.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">In contrast, New Zealand was lurching into debt, had a collapsed non- bank finance sector, a tradeables sector that had been squeezed for several years, a real recession in advance of the global recession, and a structural deficit. . .</span></p>
<p>But last week, our Finance Minister Bill English announced New Zealand is on track back to surplus while Australian Treasurer Wayne Swan  announced an A$19.4 billion deficit, with several years of deficits to follow.</p>
<p style="padding-left:30px;"><span style="color:#888888;">Budgets are ultimately about choices. The Australian Government chose to run it close to the wind, increasing spending by as much as the most optimistic revenue forecasts would allow.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">New Zealand made a very different and far more difficult set of choices. In 2008 the issues were obvious: productivity growth was poor, taxes too high &#8211; particularly at a relatively modest level of income &#8211; and the tax system had little internal integrity.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">Government was chomping its way through far too much of the national pie, crowding out private sector activity.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">One important thing the New Zealand Government has done is tamp down expectations of spending increases, concentrating on core activities and not using government as a vehicle to give handouts to partisan coalitions of voter groups. As part of this strategy, the Government is reducing both its spending and revenue to GDP ratios. It has reaffirmed its commitment to getting core government spending down from 35 per cent of GDP in 2008-09 to 31 per cent in 2014-15. The rate of spending increase has slowed to less than CPI and population growth. . .</span></p>
<p>This hasn&#8217;t just been an economic success, it&#8217;s been a political one.</p>
<p>The government has managed to reduce costs while maintaining services and has managed to convince most people of the necessity for doing that.</p>
<p style="padding-left:30px;"><span style="color:#888888;">. . . New Zealand&#8217;s books look in better shape than Australia&#8217;s, not least because of New Zealand&#8217;s public accounting system. It is more difficult to fudge the figures and render the accounts opaque than is the case in Australia, where payments can be brought forward and/or shifted backwards to create fiscal illusion in any given year.</span></p>
<p>We have Roger Douglas, Ruth Richardson and the &#8216;failed&#8217; policies of the 80s and 90s to thank for that.</p>
<p style="padding-left:30px;"><span style="color:#888888;">New Zealand&#8217;s Budget is commendable and, compared with Australia&#8217;s, it looks extremely positive. In the long run, nations can only excel and grow living standards by being competitive and living within their means. The current situation in Europe attests to that.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">With all the advantages in the world, the Aussies have not managed it, and face some very difficult decisions in coming years. In contrast, from a pretty poor position New Zealand is getting its fiscal house in order.</span></p>
<p>And getting its fiscal house is putting New Zealand on a far stronger foundation than many other countries.</p>

				<content:encoded><![CDATA[<p>Labour MP <a href="http://www.nzherald.co.nz/politics/news/article.cfm?c_id=280&amp;objectid=10884994">Nanaia Mahuta wants more baby-friendly rules for parliament after complaining she had to take her baby into the House during urgency on Friday.</a></p>
<p>But is it parliament&#8217;s problem or Labour&#8217;s?</p>
<p>Parties are permitted to have 25% of their MPs absent and Labour could give Mahuta priority. Was there no other MP who could take the late slot on Friday?</p>
<p>The House isn&#8217;t unlike a casino with its artificial light and noise. Was there no quieter, darker place for mother and baby than the chamber?</p>
<p>MPs have to be in parliament but they do not have to be in the House. If she had to be in the buildings, why didn&#8217;t Mahuta stay in her office with her baby?</p>
<p>Parties can ask for a pair &#8211; ie Labour could ask National to take away an MP to cancel out Mahuta&#8217;s absence. Did Labour seek a pair?</p>
<p>Ruth Richardson wrote in her autobiography that Labour refused her a pair when she was feeding her baby.</p>
<p>That was about three decades ago.</p>
<p>If Mahuta is using her baby as a political pawn the party hasn&#8217;t improved in that time.</p>
<p>Life with a new baby has its challenges under the best of conditions. Trying to balance breastfeeding and full-time work make it even harder.</p>
<p>But the cause of working mothers won&#8217;t be advanced by MPs playing silly beggars by deliberately making parenting more difficult for political purposes.</p>

However, combining the co-ops is unlikely to be enough to change the industry’s performance, strategy and structure.</span></p>
<p style="color:#888888;">SFF and Alliance collectively hold a market share of only 53%. Adding the private Affco and Anzco companies would bring total processing capacity to nearly 80%. . .</p>

<div>A bad parking problem is having to drive round the trees in the middle of Oamaru&#8217;s main street a couple of times before you find a park.</div>

<div>A really bad parking problem is when you do that and still have to park a block away.</div>

<p>They want to retain all the companies the crown currently owns.</p>
<p>A case can be made for the state to own some companies but <a href="http://www.radionz.co.nz/news/national/135635/pm-says-govt-doing-its-best-to-fix-solid-energy">what is the case for owning Solid Energy which is in such a dire state?</a></p>
<p style="padding-left:30px;"><span style="color:#888888;">. . . The state-owned coal miner is grappling with debts of nearly $390 million and earlier in May announced a further 105 job losses. . .</span></p>
<p>What justification is there for the state to be risking public money in this enterprise?</p>
<p>It&#8217;s not a monopoly, it&#8217;s not an essential or strategic industry.</p>
<p>It is possible that had it not been state owned, banks would have been a lot more careful about lending it money and it might not be so deeply in debt.</p>

<p>China&#8217;s reputation for both is somewhat less desirable.</p>
<p>But no-one is suggesting the hold-up of our meat at China&#8217;s border is due to either safety concerns or corruption.</p>
<p>Whatever the cause, Minister for Primary Industries <a href="http://www.beehive.govt.nz/release/update-meat-shipments">Nathan Guy said sorting out the problem is MPI&#8217;s top priority.</a></p>
<p style="padding-left:30px;"><span style="color:#888888;">“New Zealand officials have worked around the clock to provide additional technical information to Chinese authorities over the weekend.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“This information will be given to AQSIQ, the Chinese organisation responsible for border clearances. This will enable them to pass it on to port authorities, a process which may take some days.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“New Zealand officials are also talking with their counterparts in China today to see what, if any, further information or support is needed.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“Overall trade to China is still flowing well and this issue appears confined to some shipments of meat.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“Most product is frozen and is being properly stored, while priority for clearance is being given to chilled meat.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“The Ministry for Primary Industries is also keeping in close contact with the meat industry and updating them on a daily basis.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“New Zealand is a trading nation and from time to time these kind of technical delays will occur. This is a temporary issue, but we’re confident it can be resolved,” says Mr Guy.</span></p>
<p>There is no convenient time for such a hold-up but this is another blow in what has been a<a href="http://www.scoop.co.nz/stories/BU1305/S00776/exports-to-china-held-up-at-the-border.htm"> particularly difficult season for sheep farmers</a>.</p>
<p style="padding-left:30px;"><span style="color:#888888;">“On top of the drought and the meat schedules this is causing concern amongst sheep and beef farmers,” says Bruce Wills, Federated Farmers President and its trade spokesperson.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“It is reassuring to see Minister Nathan Guy confirm that its speedy resolution is the Ministry for Primary Industries number one priority.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“Sheep and beef farmers will be affected one way or another as suppliers or shareholders. A number of the exporters involved in the delay are cooperatives. This means any financial impact ultimately falls back upon the farmers who cooperatively own them.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“What I can say is that New Zealand’s farmers truly value the Chinese market for our lamb.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">“We want to build a much closer relationship with Chinese consumers and our Chinese farming counterparts too. It is about establishing a true-two way relationship and we hope these messages can be conveyed to the right authorities.</span></p>
<div style="padding-left:30px;"><span style="color:#888888;"> “I know our farmers will want a speedy resolution to any confusion around export certificates. Farmers genuinely appreciate the hard work being put in by our embassy staff in China and that of the Chinese Government.</span></div>
<p style="padding-left:30px;"><span style="color:#888888;">“We must now urgently resolve this matter to the satisfaction of the Chinese authorities. Comment must be responsible and informed by fact because speculation could do New Zealand damage in a vital market,” Mr Wills concluded.</span></p>
<p>China is a very important trading partner but doing business there is not like doing business here.</p>
<p>It&#8217;s a different country with a very different culture and different ways of doing business.</p>
<p>What works here will not necessarily work there and we will have to learn to adapt to that.</p>

<p style="padding-left:30px;"><span style="color:#888888;">The Tradable Slaughter Rights concept, raised by me several weeks ago and promoted last week by Mike Petersen, was first proposed by Pappas, Carter, Evans and Koop in 1985. But its purpose was specifically to solve the problem of an industry that consisted of a lot of weak competitors with little innovation or variation in killing charges. The report identified excess costs between farmgate and shipside of $100 million or 8%.</span></p>
<p style="padding-left:30px;"><span style="color:#888888;">Although the meat companies are not exactly making huge profits or enjoying strong balance sheets, it would be entirely false to accuse them of lack of innovation and high operating cost structures. What is still relevant is the issue of excess capacity, but the end result today is not too much cost, but too much procurement competition. . .</span></p>

<p>The easiest way to close the gap between rich and poor is to make the rich poorer.</p>
<p>That wouldn&#8217;t help anyone because it&#8217;s not who has how much that matters, but whether everyone has enough.</p>
<p>Determining how much is enough, whose responsibility it is to ensure everyone has it, how they get it and who pays for it raise questions for which there are no simple answers.</p>
<p>But it would help if we ruled out those which have been proved not to work, among which are attempts to get economic equality which result in everyone getting poorer.</p>
<p>A society which is unequally wealthy might not be perfect but it&#8217;s still a long way better than one in which everyone is equally poor and miserable.<br />
